The City of Manning is centrally located in Clarendon County, just off of Interstate 95 at exits 115 or 119 and 122. Manning is home to more than 4,000 of South Carolina's friendliest people. Manning's close proximity to Lake Marion makes it one of the state's favorite recreational areas for all types of water activities. Lake Marion is famous for it's landlocked striped bass and Manning is home for the annual Striped Bass Festival.

City of Manning: State of Emergency Declaration/Curfew
The health and well-being of the residents, visitors and staff is our top priority. We are actively monitoring updates regarding the Coronavirus (COVID-19) and are following precautions and guidelines provided by the CDC and Federal, State and local officials.
To help minimalize the exposure of COVID-19, Manning City Council has declared a State of Emergency within the City of Manning. Effective beginning on April 2nd, 2020, a daily curfew is established. This curfew restricts public activities from 10:00PM until 6:00AM with the exception of persons traveling to and from work and those who are seeking healthcare.
The following are also exempted and free to travel to carry out their duties; police officers, firefighters, active duty military, health care providers, and public works and utility workers employed by any public utility, the City of Manning, Clarendon County, the state of SC, and the United States of America.
In addition, all City of Manning facilities; excluding the Manning Police Department, continue to be closed to Public Access. This includes City Parks. City Services will continue and city offices will be accessible by telephone Monday through Thursday from 8:30AM – 5PM. City Hall will be closed on Fridays until further notice. During this time the City of Manning would like to ask all utility customers to pay your water bill online or leave your payment in our night deposit box (if paying by cash please submit exact change, any overpayments will be applied as an account credit). The City will continue trash pickup on a normal schedule; other sanitation and utility services will operate on a modified schedule; Debris pickup will be on Mondays and Wednesday’s until further notice. To assure that your debris is picked up in a timely manner, please put out at the curbside by 7AM on Mondays. City Hall may be reached at (803) 435-8477.
You may complete utility payments by going to our website, www.cityofmanning.org , click on the blue tab that says “make a utility payment”. Enter your account number from your paper bill and follow the prompts. Payments made after 5 pm will be posted the next business day.
Again, you may also drop your payment in our night deposit box, located on the side of our building on the N. Mill Street side.
We will NOT apply late payment penalties, suspend or disconnect water services for nonpayment during the current declared state of emergency. Please note: All customers continue to be responsible and will be held accountable for paying their utility bills. This measure is not to provide free service but rather to accommodate delayed payments by individuals impacted by the COVID-19 state of emergency.
Business License payments can be sent by mail. If you are a new business or have questions concerning your business or zoning permits, please contact our Business Licensing Department at 803-435-8477, extension 5118.
The City of Manning strongly urges citizens to abide by established protocols as directed by SC DHEC, the Centers for Disease Control, and the SC Governor’s Office.
