Public Works Director
The City of Manning is seeking a qualified and motivated individual to serve as Public Works Director. This position is responsible for overseeing the day-to-day operations and long-term planning of the Public Works Department, including water, sewer and wastewater operations, parks and recreation, street and sanitation services, stormwater system and fleet and equipment maintenance. The ideal candidate will be a hands-on leader with a strong understanding of municipal infrastructure and a commitment to providing responsive, high-quality public service.

Key Responsibilities:
· Manage, supervise, and coordinate all operations of the Public Works Department.
· Prepare and oversee the department’s annual budget; monitor expenses and identify efficiencies.
· Supervise departmental staff including hiring, training, scheduling, evaluating, and disciplining employees.
· Ensure all city-owned vehicles and heavy equipment are properly maintained and operational.
· Collaborate with the City Administrator, City Council, and other departments on infrastructure planning and improvement projects.
· Respond to citizen inquiries and complaints professionally and promptly.
· Maintain compliance with all applicable local, state, and federal regulations, including environmental and safety standards.
· Assist with emergency response during inclement weather events, including hurricane preparation and debris removal.
· Coordinate with outside vendors, contractors, and government agencies as needed for project execution.
· Prepare reports and make presentations to city leadership regarding public works matters.

Minimum Qualifications:
· High school diploma or GED required; associate or bachelor’s degree in public administration, civil engineering, construction management, or a related field is preferred.
· SC DES Licensing is required at the following levels: “B” Biological Wastewater, “C” Water Distribution, “D” Water Treatment.
· Minimum of five (5) years of experience in Public Works with at least three (3) years in a supervisory or leadership role.
· Valid South Carolina driver’s license.
· Experience in budgeting, personnel management, and public interaction.
· Working knowledge of heavy equipment, municipal infrastructure, and public safety procedures.

Preferred Qualifications:
· Knowledge of ADA compliance standards, stormwater regulations, and public procurement practices.

Working Conditions:
· Work is split between office and field environments.
· Must be available for emergency response and after-hours calls.
· May be required to work outdoors in varying weather conditions and operate heavy equipment as needed.
Pay Info: Based on experience.
